This is without using any governor at all. So I do not have those files/values:

root@ashbery:/sys/devices/system/cpu/cpu0# ls
crash_notes  topology
root@ashbery:/sys/devices/system/cpu/cpu0#

With no governor and all BIOS settings set to max, I'm expecting full cpu speed
when booting on the battery.
