[ltp] SMAPI battery threshold recommendations

Hello,

What are the recommended settings for maximizing battery life when
using tp_smapi? I have a T61 with the 9-cell battery option. I see on
the tp_smapi Thinkwiki page the example has 40 and 70, respectively,
for start and stop charge_thresh. The maximizing battery life page
says between 30 and 85 percent. Are these  the recommended tp_smapi
settings?
