You forgot "4) use fglrx and have non-functioning on-the-fly external 
display switching". Grrr!

Recent fglrx drivers has drawing issues/artefacts with xorg-1.3 (emacs and 
xterm trigger the behaviour at the bottom of the screen). fglrx from 8.36 
or thereabout breaks suspend-to-ram (suprisingly removing alsa before 
suspend helps). But, it provides 3D acceleration and the power drain is 
lower (about 1.5W, I think).

The choices are not that great, no. If you do NOT need 3D stuff, radeon is 
a good choice. IMVHO
