Please file a bug on the source of that evdev package.  It needs an update,
or upstream needs to fix the regression...

As for key_vendor, well, what is the hotkey_mask on your X31?  If you cannot
set bit 23 of hotkey_mask, configure thinkpad-acpi with NVRAM polling
enabled, and try again (and tell me about it.  AFAIK, X31 should support all
keys in ACPI event mode, and not require any NVRAM polling).
