I can't really deduce what your friend's goals are here, but there
might be
a work-around using e.g. the loopback interface.

On debian, if ifplugd is installed, this would be an expected behaviour.
Uninstalling ifplugd would do the trick.  I don't know how SUSE manages
interfaces.
