Usually the EC (embedded controller) is.  The BIOS talks to it.
Unfortunately, we have no idea how to talk directly to the EC to set
thresholds.

Note that it *is* possible that in the T41 the thresholds are implemented by
the BIOS using SMM (system management mode).  Still, we have no idea how to
talk to it, anyway.

If you still have Windows installed on that machine, IBM's battery
management utilities could be of some use to find out what is happening...
