[ltp] powertop and config_no_hz

All,

The system is a T40 with a 2.6.21.1 kernel. Powertop suggested turning 
on config_no_hz. This resulted in increased power and the cpu running at 
1.6 GHz instead of 600. Is this normal? How does config_no_hz relate to 
config_hz?
