Have a look in the documentation:

VID = (Vcc - 700) / 16

I use 17:39 14:28 12:23 10:16 8:9 6:4, but it's very model specific.

PHC seems to work with 2.6.23, but the high resolution timers are little bit 
broken. With 2.6.22+hrt1 I save 2 watt more power than with 2.6.23+hrt1 ...
