Thanks. In fc7 I believe that is /etc/modprobe.conf. The entries are:
install radeonfb /sbin/modprobe
options radeonfb force_sleep=1 

It still does not load. - Dan

IIRC I had to add radeonfb to my /etc/modules to get it to load on
