No, that just configures how the modules are loaded, not when they are
loaded.

This line prevents radeonfb from ever being loaded.  It is also
unnecessary.

This option shouldn't be needed, radeonfb should autodetect that your
laptop needs the special sleep code.

If there's no /etc/modules equivalent on Fedora, add 'modprobe radeonfb'
to rc.local or something like that.  Just make sure to remove the
erroneous line from modprobe.conf.
