[ltp] Excessive power draw on T61

I've been trying to figure out what is causing high power consumption on
a T61 with nvidia card:  Idle, in console or X, it draws approximately
20W..  The lowest I've seen it go is 17W.  Things I've done:

* Everything powertop suggests, including HPET, USB suspend, dynclocks,
etc.
* Cpufreqd scaling the processors down to 800mhz
* Down to 30-50 wakeups while in console, 300 or so while in X
* 90% of the time spent in C3 powersave
* nvidia Coolbits option turned on
* nvidia 100.14.19
* nvidia module options NVreg_EnableBrightnessControl=3D3D1=3D20
  NVreg_SoftEDIDs=3D3D0 NVreg_Mobile=3D3D3
* Laptop-mode enabled

Having wireless on or off doesn't seem to matter, nor does having usb modul=
es
loaded or not loaded.

The fans are usually off, so it's not like the CPU is thrashing in a
loop.  Running kernel 2.6.22.6.  Any suggestions for other things to try?
