The thinkpad-acpi documentation.  You may be running outside of
hotkey_report_mode=1 (unlikely, but still...).  Also, check for EV_SW
SW_TABLET_MODE input events in the thinkpad-acpi input device.

Otherwise, it is a bug I don't know about, and it could be
Ubuntu-specific.
