[ltp] Fn-F4 event weirdness?

I have noticed that when I enable the Fn-F4 hotkey:

echo "enable,0x0078" > /proc/acpi/ibm/hotkey

(this enables Fn+{F4,F5,F6,F7}), I get the ACPI events when I press 
Fn+{F5,F6,F7} as soon as I press those keys, but I only get Fn-F4 
events[1] once per 60 seconds.

Since I want to use Fn-F4 for suspending, it does not really matter all 
that much, but I was wondering where the 60 second delay is coming from. 
This is plain-vanilla thinkpad-acpi-0.19-20080107_v2.6.24 on a T43 (there 
are no gnome power managers and what not).

Where does the delay come from?

I want also to note a personal choice: Java is much faster to be
abandoned as the tool of choice by me than C++.
