AFAIK, the phc patch (http://phc.athousandnights.de/) can be used to
undervolt C2D, apart from the lowest frequency. As I recall,
undervolting the pentium m on my T42, I was not able to reduce the
voltage much at the lowest freq in any case; the large differences
were at higher freqs, and did have a major effect, c. 20C temp reduction
under heavy load. I have applied the phc patch apparently successfully
to 2.6.24 (the sysfs entries are there), but haven't got round to doing
anything with it yet.
