It is a parameter for the rfkill module, something like "modprobe rfkill
default_state=0" will do it.  Or adding an "options rfkill default_state=0"
to wherever your distro keeps modprobe configuration (/etc/modprobe.d in
Debian, and probably also Ubuntu).

If you have rfkill included in the kernel image, you should use
rfkill.default_state in the kernel command line parameter.
