There is precendent for that in Brazil as well.  If you didn't take steps to
identify the users you are providing access to, you are responsible for
whatever they did (anonymity is forbidden in our constitution, with very few
exceptions, e.g. it is allowed for whistleblowing).

If you did take steps to identify your users, then things change a great
deal.
