Is there a /sys/class/rfkill/* directory that corresponds to your IWLWIFI?

I don't know.  Maybe there is a second .fdi file doing nasty stuff, or
thinkpad-acpi was patched in your distro?  It certainly doesn't use
KEY_RADIO in mainline 2.6.27.
