At least on my X200 (though I believe on all Thinkpads/batteries), the
settings made with the Lenovo Power Manager utility in Windows appear
to affect the battery (or the hardware, it any case) directly, and
they persist after booting into Linux.

tp_smapi would not load on my Thinkpad the last time I tried to get it
working, so I've just been going into Vista when I need to change it
(not often).
