[ltp] Powermanagement - serial ports

Hi!
I just noticed on my T42p that under Windows (2k pro) the serial (RS232)
ports are not powered until an application accesses them. Under Linux
they are powered all the time.
This will not draw much power but it is another mA or two that could be
saved. I just wonder how this could be done?
Any ideas?
