That's the what the manufacturers say, but if you look at the actual
power consumption it's not much lower.  Typical power consumption for
a 2.5" SSD is 0.5W idle and 2W active, while for an HDD it's 2W active,
<1W idle (but spinning) and 0.3W when spun down.  Oh, and SSDs tend to
be active a bit more often than HDDs because they need to perform
regular "cleanup" work (for wear-levelling reasons and things like
that).
The SSDs can withstand much higher temperatures, tho, so you may be able
to tweak you fan-setup to let the machine be more quieter (and warmer).
