This sounds frightening.

How can a user protect against this?

Of course, with a desktop a separate USB card will help: Should this
break (if it doesn't have better ESD protection), the damage is much
less than if the motherbard breaks.

With a Thinkpad (or other notebook): Using an external USB hub will
reduce the number of insertions, so it should (numerically) reduce the
risk AIUI. But will a hub protect the motherboard from the ESD problems
when (un)plugging an external device?
