[ltp] Battery Lock Up... In 10.10 Not 9.10

The odd thing is I cant find any reference to it anywhere or anyone else
with the same problem, either with an R31 or any laptop.
It might be something changed in 10.10 (or 10.04) or it might be just my
battery is really odd. It doesnt charge properly. It will get to 13% in one
shot, then to get it to go further I have to remove it and replace it. It
then charges a little bit at a time.
I need to get hold of a 10.04 Live CD and see if it does it in that too.
