*for upgrades*, not for new installs.

AFAIU the WiFi problem during upgrades is that a newer version of
NetworkManager has moved a PolicyKit policy file somewhere else, and
when the old one gets deleted, the still-running old NetworkManager
suddenly finds its ability to use WiFi revoked.

During installs there's no older version of NetworkManager running, so
this problem does not apply.
