i am not a tlp user myself, so i don't realy qualify as dependable
resource for intelligent answers.

Judging by the tlp manual page entry for "discharge", i *guess* the
latter would apply.

Looks like there is no way to stop the discharge again, so switching
between these states doesn't seem to be an option. Also, i ddn't find
any such configuration option in the /etc/default/tlp file.

Maybe you could try to get in touch with the tlp author linrunner,
asking for the inclusion of a battery switch/toggle feature? He appears
to a rather helpful person, and i am sure he would appreciate such a
feature suggestion.
