[ltp] ntpctl 0.1.0 released

Hello all,

I now released ntpctl 0.1.1, a ncurses based configuration tool using the
thinkpad.o module and the libsmapidev library to access the SMAPI-BIOS of
the ThinkPads.

It now works fine with tpctl 0.6.1 and handels most of the documentated
SMAPI function calls (all but the display-settings and info-queries).
