tpctl docs in binary rpm

The .i386 rpm installs the doc files under /usr/doc/tpctl-${VER}
Now that we're thinking about this, I suppose they should go under
/usr/local/doc/tpctl-${VER}.  Any opinions?  (Email direct please)
