Nobody suggested that.  You have a broken mail reader.  They suggested

a p p e n d equals doublequote m e m equals 1 9 1 M doublequote

Your mail reader (or some mail transfer agent between the mailing list
server and you) is improperly treating "equals 1 9" as a MIME escape.
