[ltp] tpctl 0.8.0 ; ACP modem driver comment

tpctl stable release 0.8.0 is now available via:

I just noticed that the latest ThinkPad 600 model,
the 600X, seems to have a new kind of integrated
modem, which they're calling a "mini-PCI" modem.
Methinks that the probability of IBM releasing a 
Linux driver for the MWAVE 3780i ACP modem has
just decreased.
