[ltp] How do I configure kppp so that users other than root can use the modem to dial out?

Hello all,
I’m somewhat of a Linux newbie, so please bear with me.
The subject line pretty much explains it. kppp works fine when I’m logged
in as root. However, I want to allow other non-privileged users to be able
to use the Internet and dial out.
How should I set this up?
