[ltp] tpctl 0.8.9

Hi.

I have released version 0.8.9 of tpctl which has the
ability to control the power of the serial port at
the same time as it enables/disables it.  Doing this
requires:
*) patching the kernel
*) Compiling tpctl from sources using a modified Makefile
(See the README in the tpctl subdirectory for instructions.)

It would be helpful if some of you would test it by installing
tpctl 0.8.9 and doing "tpctl --rs1=enable" and
"tpctl --rs2=disable" and reporting the results back to me.
