The tpctl 2.2 tarball is now available for download
at the tpctl summary page on SourceForge:

Hi all. tpctl 2.2 has been released in tarball form.
With this version of tpctl you can control the
power of the serial port without having to patch the
kernel. Remember that the tpctl 2.x series supports
Linux kernel 2.4.x only. Please read the ChangeLog,
README and TECHNOTES files for information about
serial port power control. I found that the serial
port power could only be controlled if, previously,
PS2.EXE had been used to power on and enable the
serial port---then tpctl can be used to switch it on
and off, using the commands "tpctl --rs1=on" and
"tpctl --rs1=off". (You might actually want to do
"tpctl --rs1=en --rs1=on" and "tpctl --rs1=dis --rs1=off".)
