[ltp] 1/2 speed thinkpad 240?

somtimes when i'm using battery power on my celeron 300 thinkpad 240,
this is what i get with cat /proc/cpuinfo

when i boot it up plugged in, everything is normal. also, things seema
lot slower now. now, to my knowledge... celerons, and es
pecially not chips this old... don't have speed step. so, what's going
on here?
