I found the same thing on my ThinkPad 600, if you are referring
to switching on and off. tpctl can power off the serial port
if it's BIOS-powered-on, but can't power it on if it's BIOS-powered-off.
You would only want to power the port off, of course, if you are
trying to save battery energy.
"Powering on and off" concerns the RS-232 signals. "Enabling and
disabling" is independent of this; it is implemented in the interface
chip.
