[ltp] 2.4.2-ac16 reserves IRQ 9 for ACPI

Linux 2.4.2-ac16 reserves IRQ 9 for the ACPI function
of the PIIX4 chipset.  This means IRQ 9 can't be used
by anything else.  I have asked linux-kernel why
this has been done.
