[ltp] tpctl & thinkpad 3.0pre2 out

I've released tarballs for thinkpad and tpctl 3.0pre2
which I hope address the issues that have been raised
so far on this list.

The thinkpad modules work with kernels 2.4.10 or later
(due to the MODULE_LICENSE issue).

They now work again with non-devfs systems.

tpctl now provides better info when it can't open the
/dev/thinkpad or /dev/thinkpad/thinkpad device file.

If you test this new release, please let me know whether
or not you run into any problems.
