[ltp] Serial port on TP600

Use PS2.EXE to power-on (not just enable) the
serial port.
To power on the port using PS2.EXE, boot DOS and do:
PS2 SER ON
This tells the BIOS to power on the port at boot time.
The change is nonvolatile.
For some unknown reason, tpctl is able to power off a
serial port that is powered on at boot time, but not
power on a serial port that is powered off at boot time.
Note that tpctl --r*=* changes are all volatile: they
are lost at reboot.
