[ltp] New mwavem .deb

If you are using the mwavem Debian package and have
had problems with mwavem sometimes failing to start,
then you should upgrade to the latest release (1.0.2-3),
which fixes the problem.  Get it at:

For some reason, the quick test of the modem's serial 
interface in /usr/sbin/mwavemd using the "chat" program
was failing even though minicom and pppd succeeded in
talking to the modem.  So for the time being I've removed
the "chat" test. Anyone have any ideas about what was
wrong with the "chat" test?
