it's worse than that: the T21 (and maybe others) shipped with one
of two different modems on their internal miniPCI cards. One can
be driven from linux (with ltmodem, iirc), the other, by 3com,
can't. lspci on my machine sez:
00:03.1 Communication controller: 3Com Corporation Mini PCI 56k Winmodem (rev 20)
I believe there are no plans to support this modem under linux.
