First thing I would normally recommend is to download the latest System
Setup/BIOS, but if this is a power system issue, it may not be doable.
Check to see if you can boot to the BIOS/Setup with the AC adapter and
a charged battery installed. If this works, I would try to set the
BIOS to the DEFAULTS and then update with the latest version.

My suspicion is this is the DC Converter, the actual power supply and
power converter for the laptop, that has failed or is failing. It could
even be a simple "bum" connector. But I suspect this is the problem and
that should have been replaced.
Are these still under warranty?

If you have another working battery and AC adapter, test the faulty
setup with these. If you are using anything other than the IBM supplied
adapter for that unit, please cease and desist! No kidding here. Even
mixing IBM AC adapters will lead to problems if they are not the
correct model for the system in question. Throw them away if you have
any laying about.

If the above works, great! But I have my doubts, this is just
troubleshooting.

OK, very much doubt this is a HDD issue, all symptoms point to a power
system problem.
