[ltp] Power drainage on T21

I don't know.  A fast battery drain is usually a sign of a
bad/old/damaged/etc battery.  However, I have noticed a clear difference
in battery life between win and lin running on my T20.  I get at least 30
minutes more in win, and that usually includes a higher level of precessor
use as well.
