[ltp] PCMCIA on R40?

I had a similar problem on a Thinkpad 240 (IRQ 0 assigned anytime I
plugged in a cardbus card), and the linux kernel mailing list suggested
this as a fix:
* Pass "pci=assign-busses" to the kernel when you boot up.
This cured the problem for me.
