uh no it doesn't - the kernel doesn't do that
you'll have to mount the new sys file system 
just copy the proc line in your /etc/fstab and change stuff to sys

then you'll be able to do those echos.
you'll also have to configure acpid to tell it what you want it to do
when.
see your distributions docs on that.
in debian there is a template for how to write the /etc/acpid files

i got it to suspend and resume okay with acpi but the madwifi drivers
behave badly with acpi running so i switched back to apm
(ie boot with acpi=off)
