Do you have something taking IRQ 3?

Likely suspects:
* IR (disable IR with PS2.EXE)
* PCMCIA (add "exclude irq 3" to /etc/pcmcia/config.opts)
* SERIAL PORT (It doesn't take IRQ 3 by default, but have a look anyway
with PS2.EXE)
