[ltp] IDE-Hotplugging

I think Linux was just never designed with hotplugging of IDE devices in=20
mind...

My understanding is that the IDE layer has been totally rewritten for 2.5=20
kernels though, perhaps this is one of the features being added. Otherwise =
I=20
think the only hotplugging you can do with IDE is on high end RAID=20
controllers where its a feature of the hardware/driver.
