[ltp] Quick Question

Why is it that if I run 'mke2fs /dev/fd0' my system hangs for a few minutes 
then tells me:
/dev/fd0: Input/output error

If I format the disk in Windows and then reformat it in Linux it works...

How do I fix it?

PS - Happens with any disk without a FS on it. (AKA, Degaused disks)
