This question isn't well defined. Exactly what do you mean by that?
If you mean receiving the log messages that appear on the console, you
can just telnet (or more securely ssh) into the machine, and just run
"tail -f /var/log/kern.log".
If you mean logging into the machine, just telnet or ssh into the
machine directly. If you mean logging in via failsafe mechanism that
will always work, regardless of whether or not networking works, well,
that's impossible by definition if you're using telnet. You have to
use a serial console for something like that.
If you mean using one machine with a lot of serial ports as a
concentrator to check on the console of a large number of servers in a
rack, I suggest you check out the conserver package (sources
downloadable from http://www.conserver.com).
