They are 1.1 ports.
You can check it in the specs on the support pages.

And that's also the reason why the old docking series was still
supported by the T30s, but not anymore by the T4xs. By the way...i'm
still wondering if IBM changed anything more (internally) in the docks
than to replace USB 1.1 with USB 2.0.
