[ltp] Cooling fan always running

hello!

the radeon driver of the upcoming x.org release adresses this issue.
when using the beta version, like i do with dynamicclocks enabled, the 
fan has reduced usage, which means, that it is most of the time switched 
off especially if the laptop is idle.
it is far better than without the powerplay stuff but not optimal (yet).
