Yes it does. In Gentoo everything is installed from source. When
emerging tbp before xosd it won't find the xosd library headers at
compile time and hence xosd support cannot be compiled into tpb.
You always will have to emerge the dependencies of a program before you
emerge the program itself to make it able to use them. (There are rare
exceptions.)
