I had the p4 clock modulation with 2.6.0, but it appears to be gone on
my t41 with 2.6.1.  I haven't had time to investigate yet.

Another strange thing is that (at least in 2.6.0), sometimes the
kernel will act like the maximum CPU speed is only 600MHz.  If I
recall right, it's been caused by booting while unplugged.
